Not necessarily. If the Vice President dies, then the President Pro Tempore of the Senate becomes the Vice President of the Senate until such time that a new Vice President is approved by the Senate.

Besides that, all I was trying to say is that certain people, for example almost every junior we know, won't know that he functions in both positions.

Contrary to popular belief, Cheney never died... I suppose I could be more clear, though. Cheney's Presidency of the Senate is implied by the fact that he is both the Vice President of the United States and still alive.
