i didn't catch that on the news at all. talk about the GUILT that mother must be feeling now. and anger, of course. crap.
coincidentally, in beijing (and probably all the rest of china), a belt law has only recently come into place. it requires the driver to be buckled but the passenger seat person doesn't have to be buckled, nor do the backseat folks.
not very logical, but intriguing...
the few times i rode in a cab there, i would buckle up out of habit and the driver would promptly say "oh, you don't need to buckle up!" as though trying to save me the trouble. well intended, and although the traffic crawls at such a pace that you might not actually need to wear a belt(!), you never know!
