Apparently Chiwetel Ejiofah has been offered the role (last time around) and turned it down. He was first choice and after he said no they started auditions and that was how they found Matt Smith.

I thought he got passed over for it, not that he turned it down, still, even if he turned it down they still couldn't make it a priority? He's the ONLY black actor out there?
