Cleveland, hell. Keeping people in Youngstown is the real accomplishment. They defend the supply lines to Cleveland from Pittsburgh, and that's a job I wouldn't wish on anyone.
(And, incidentally, I cross the Scioto every day on my way to work.)
I'm pretty sure they're closer to the Cuyahoga than the Scioto, but the Cuyahoga has plenty of Evil Reputation all on its own. (That's the river that used to regularly catch on fire.)
