I don't think it's a backbone she needs since she's leading him on. She probably needs a healthy dose of self-esteem cause I'm guessing she's leading him along because she likes the feeling of someong liking her even though she doesn't reciprocate those feelings.

Well that's my psychoanalysis, but unfortunately I have no cock blocking strategies on file in my brain.

ha ha, sorry, she sounds like the kind of girl i wouldn't like
but anyways, the next time they're having a convo she should casually be like "oh yeah, i was having dinner with my boyfriend" and when he's like "what? boyfriend?!?!?!" then she should just say that they dated awhile back and then broke up but then suddenly they've decided to give it another try hence why she's never brought him up before. if he buys it, great, if he doesn't, even better.

or just get a friend to tell him in the bluntest way possible and then if anything he'll think she's a bitch and not want to date her anyways

Wait... I don't get this, she's leading him on, but she doesn't want to sleep with him. isn't that somehow working in reverse? Point is if she doesn't want to sleep with him, then as weird as a conversation as it may be she just has to come straight out and say it..."look I like spending time with you, and you're a good friend but I have no intentions of hooking up with you...ever"
or as Julianna said get some one else to be blunt to him.
