It actually isn't a state law. Charters make their own calendar, so even though about 20% of the faculty is Jewish, 0% of the students are, so they just suck it up and get subs.
State law is that a school district calls a holiday when either 15% or more of the students or faculty can reasonably be expected to take off. NYC public schools take off for the major Jewish, Christian, and Muslim holidays, and some locals are requesting off for major Hindi festivals as well, seeing as the percent population per school varies so dramatically from local to local in NYC. (this is also why Mamaroneck had random days off near Memorial Day - reasonably expect the rich kids to be off to the Hamptons or Nantucket to open the summer homes... sorta like a religious ritual for the summer home set) (just kidding, but a reasonable explanation!) I feel bad for the charter kids - all their friends have off, while they toil under some sub. :(
