So what's your favorite way to say it?

You know the drill: someone talks about X, and they shake their had and mutter "ahhh, poor stupid crazy X..." followed by an expression such as:

not the sharpest knife in the drawer.

A few bricks short of a load.

So what's your favorite way to say it?

Personally I love: There's not much upstairs, but what a staircase.

This is more of a compliment...
At MTU as an undergrad I went to a lecture by Douglas Adams. It got to the Q&A portion and he wanted to take one last question. My friend Laura asked "How tall are you?" as Adams is, indeed, a very tall man. Gotta love his answer though, "Six-foot-five and worth the climb ; )"
