Somebody in my Dreamwidth circle mentioned this, about countries sactioning other countries via cutting aid support:

"Sanctions" will only increase the crisis in countries already in crisis. Burst your privilege bubble. You will be just hurting the most vulnerable people in the nation.

Unfortunately it applies to a number of situations :(
