I guess that depends on exactly what the counter-offer is, and how much your continued tolerance of an ugly work environment is worth. Although if part of the counter-offer is the severe reprimanding, transfer/demotion, or removal of this boss of yours, that could also change the situation considerably.
If this is what it took to notice and take care of your complaints, then the job ain't worth it. There's no guarantee he won't do it again or even fix the issues. He just needs you not to take the other offer at this time.
