The long power outages were caused by the power companies. They waited too long to replace the wires. When they got iced, they all snapped between every pole. Entire areas needed to be replaced, not just a single wire here or there.
A bunch of guys from my local were called up to NH to do road work. They said they pretty much had to pull new wires to every pole and down to each house.
It could have been avoided by spending a little money and replacing aging wires with a routine maintenance schedule.
So don't expect entire grids to go down unless a powerstation gets hit. All those places have brand spankin new wires.
