Ok, here's the deal: My friend has a scooter/vespa thing. He lost the keys to it and someone found/stole them (I know there is a huge legal difference between someone stealing them and finding, but wait, there is more). They are now asking that my friend either pay for him to return them ($600) or sell the scooter to him for $800.
Yes it is. Your friend can easily get the lock replaced with new keys - I know he shouldn't HAVE to - but it's the easiest way, IMO. Also, after changing the lock/keys, forward the SMS/email on to the Police.
Well, the unfortunate thing is that he's gotten several quotes for getting the keys replaced and he's looking at over $1000 for it (don't ask me why...) so really he'd be getting a better deal if he bought the keys back off this guy rather than getting them replaced.

This is extortion, right?
