I often see blood donation trucks in front of Kyoto Station on weekends...

I see blood donation signs in Center Gai in Sannomiya a lot, but don't know if they're gonna do any relief stuff.

The Japanese Red Cross site in English isn't updated often. http://www.jrc.or.jp/english/index.html#globalNavi

But the Japanese page http://www.jrc.or.jp/ has a Blood Donation map http://www.jrc.or.jp/donation/index.html

They take donations from foreign residents. The requirements are the same as the US
-No serious illnesses
-No medicine, pregnancy, breastfeeding, or fever
-No AIDS/HIV
-No sickle-cell anemia or other blood diseases
-No piercings within 1 year
-No tattoos within 1 year
-No recent vaccinations
-No dental surgery, or dental work that makes you bleed
-No tourists, and limitations depending on what countries you've lived in
-No Creutzfeldt-Jakob (Mad Cow) Disease

Yeah it's pretty much the same as in any other country, but with some weird extra requirements. For example no one who has lived in England for over a few months can donate because of Mad Cow Disease. Even if there is absolutely no chance of you having it.
