I've narrowed your take on Henry's work to three different explainations:
1. Like you said, he thought that girls had penises
2. They're really just ruffian little boy hoodlums with neglegent mothers that didn't cut their children's hair
3. Maybe Henry was attempting to show little girls not with penises, but with oddly drawn FUPA's
