Apparently it's a toy elf parents put on a shelf to watch kids in their absence and report back to Santa. Of course kids loathe them. A friend in England did however post a photo of a colleague dressed as one so they must be making inroads there.

Fight all US influence, I say!

Absolutely! :) I would prefer to say "Father Christmas" rather than "Santa Claus", but I didn't want to risk baffling any American readers of my LJ.
