It's caused by something similar to what causes rainbows. Water crystals high up in the atmosphere refract the light of the sun that is bouncing off the moon on a heading towards your eye....

If you know the right calculations, you can tell what the temperature is by how far out from the moon the ring is. I believe it gets farther away as it gets colder.

That makes sense. I have noticed the distance changes and it was quite cold when I saw it the farthest away from the moon.
