Uhhhh.....u r close. There is a slight difference. I believe that what the Venerable meant (although I am not him) is that of thought transformation through meditation. That is to change that automatic first thought itself to a better one. Slightly similar to NLP, but most of the time in modern buddhist teachings is referring to meditation.

Easy to preach, but requires practice.

However, sometimes we need to differentiate between unkind action and harsh action. Sometimes harsh actions can also be kind. Definition of kind is that of a benevolent nature, or charitable nature. Sometimes being harsh to someone can be out of good motivation and skillful means. That is when we learn how to adapt our methods to the circumstances.
