Usually I see it happening in my friends H3, and never in H2.

I had it happening to me every shift until I finished the gold studies for the registry. Doesn't have anything to do with rooms/medical studies, if you shorten your registry time to 3 seconds, that should do the trick (at least it does for me during 3hr shifts).
