I think a European/German PS2 has a PAL regional encoding. =(
You would need to either buy some sort of chip or software that could modify your PS2 to play NTSC-J games or buy an NTSC-J regional encoded PS2 and play it using a power converter.
I own an NTSC-J (Japanese) system and play it with a power converter since Japan's voltage is different from US voltage. ^^;; I would recommend getting a Japanese system if you really want to play Japanese video games because modifying a system might cause it to not function properly. @.@;;
