The standard size ell in the city where the person who had jurisdiction over Konighofen (Würzburg) is 22.8 inches. It's probably very close to that.

Interesting bit about the nap of the cloth, I would never think to switch it for the back. Modernly, the nap is supposed to flow down from the shoulders front and back, not switch from down in the front to up in the back.

I wondered about that too, but if you are having to cut gores or pieces without shoulder seams then it makes more sense to me in terms of maximum fabric efficiency.
