I remember my Jr. High School history lessons.  I remember them telling us about special powers that Governors and Presidents have, one of them being the power to pardon individuals.  I remember wanting to ask a question but didn't because I thought it was a stupid question to ask as the possibility of it happening would never happen.  I remember

Nope. I'm pretty sure that they need to be impeached and removed from office before criminal charges can be brought, if they can even then. So there's no charge to pardon at the time when they have the power to do the pardoning
