My biggest problem with Aang doing the relocation of colonists is that I still think it's a massive waste of resources. Aang is the Avatar. He has duties to the world and the peace process, and much as he hates that, that makes him a politician. He doesn't get to ferry people personally, especially since no matter who he is ferrying it sends the wrong message. Random people? It means that he has literally nothing better to do. The mayor and elders? He needs to keep them subdued and force them to do this. Actually dangerous people? It means the relocation process is in a lot of trouble because only the Avatar can keep control.

Then there's the question of how much stuff they get to keep and how long this process takes. The Fire Nation has both boats and airships. So, you know, they could fit more people and more stuff at once. But if you don't trust them to do it, there's always the Water Tribes. Slower, sure, but people still get to take possessions with them. So what again is the upside of taking a handful of people on Appa?
