At what time in our future do you think a foriegn goverments army soldiers will illegally walk into our borders in view of a U.S. Law Enforcement officer, and indeed tactically surround that officer from a distance for whatever reasons they may have to do such a thing

Was it ever clear in the video why they were being surrounded? Is it a case, as you say, of unclear borders, in which the soldiers believe that they are just inside the border of their own country?

This was reported to be the case in the article you linked to:
