I could insert my own rant about how short people also get mistreated by the fashion industry, but I will start my own tirade for that, rather than usurping yours. But in solidarity: sing on, sistah!
I don't know if this helps or not, but summer dresses can be easily made. I love them and can wear them spring, summer and fall. And if you make the right kind of top, it will look nice with a shirt with whatever sleeve lenght you want under them. I know Simplicity probably has a few quick sew summer dresses which should take someone expeirenced about an hour and someone inexperienced with sewing 2 or 3. And then you can make it out of what ever you want and/or change whatever you want about the pattern as well.
Otherwise, you have my sympathy. I'm just on the tall side of the petite scale (so everything is either just too short or way to long) and I'm generally a 16-18 which makes me too big for "normal" size ranges, and too small for plus size stores.
Avenue tops. They believe in a multitude of sleeve lengths. I live in their 3/4 length sleeves all winter and the short sleeves in the summer, though they do everything from spaghetti strap on down. Otherwise? RIGHT there with you. I found a lovely store in Berkely - Tienda Ho. They specialize in drapey, pretty flowy clothes for all sizes.
Crappy printing jobs are also popular in non-plus-size clothing, and irk me too. And stupid distressed denim! Stupid fashion industry. I recommend taking fayde's advice on making some clothes, although I know it's not always something one has time for.
Unfortunately, making clothes tends to require a certain ability to follow and see straight lines, frequently in low-contrast. Due to my eye issues, that would make the frustrating (learning to sew) even more frustrating to night on impossible, and then you add in the even more frustrating of finding patterns in my size.
It really isn't any easier, just difficult in an entirely different way.
