I just read another post about that line and the poster pointed out that it showed that Ianto Jones, a valuable member of Torchwood, who had saved so many lives and had died in an attempt to save the children of Earth - was really just a kid from a rundown council estate, no different from the kids who had been chosen to be sacrificed because they were 'worthless' and never amount to anything...
