Oh yeah - There are already some liquid hand-soaps and liquid cleaner sprays that also sell larger bottles of refill liquid to put in the dispenser. You still get another bottle to throw away though, but they're a step in your direction.
A cosmetics company (The Body Shop) used to do this with lotions and body washes though they used glass bottles. I think they have since been procured by Nestle/Revlon and no longer do 'refills'. They way they did it was to give you a discount for bringing the empty back. I imagine the most effective way to do this is to put a deposit on plastics the same way they used to do with glass soda and beer bottles and, in some states, beverage cans. If there was say 5 cents a container for bringing the empties back to the store you can bet someone would be bringing them in even if it wasn't the original purchaser. Just look at the number of people who walk the sides of the road gathering up cans to crush and take to the recycling centre for the aluminum.
Meanwhile the Pacific gyre is full of plastic. *sigh* I keep trying to think of ways one could homestead and mine that mess. I think it could be the new frontier.

I love your idea :) and it would even save the companies money on packaging!
Y'know, plastics are made from crude oil, so this would hopefully bring down the price of gas/petrol too.
