Given that the US already has the capability to destroy the world several times over, it ought to be stretching creditability to claim that a stronger military and greater defense spending make America safer. In Kerry's article 'Replacing the rhetoric with a realistic path' he says "Our foreign policy has achieved greatness only when it has combined realism and idealism, our sense of practicality and our deep commitment to values such as freedom and democracy. Look back at Nato and the Marshall Plan, the enduring creations of the Truman administration." These don't strike me as particularly good examples. Truman exploded the first atomic bomb, created the Nato alliance that institutionalised the cold war (Warsaw Pact was a response to creation of Nato) and began an arms race that nearly killed us all. Hardly keeping America safe!

The American military complex is more about delivering pork to constituencies than actual weapons for the battlefield. Spending is driven by whose congressional district the company receiving the contract is in and how powerful that member is his party/Congress. Reformers like Republican Sen. McCain, Lugar and Hagel have often joined forces with Democratic reformers like Sen. Kerry, (B) Kerrey and Nunn to make sure American taxpayers are paying for effective systems that help the troops, not just wasting taxpayer monies.
