I'd probably say that it's because your average human being is incapable of wanting to see beyond any sort of dualistic 'us and them' mentality which is deliberatly fostered to create an ease of social manipulation on a huge scale.

It takes a process of deliberate mental attention to believe that other people are also just people, that the percieved ups and downs of circumstance and existence are simply the product of the natural ebb and flow of energy through the universe-not a sentient 'war' or struggle of any kind.

oh, wait. Jesus just called and he says it's because of the kittens...apparently you'll know what he means.

I'm not a believer, but I thought that the reason for the dichotomy between heaven and hell was supposed to be to allow for free will in humans.

There is no war, the only signs of this war are in humans. Humans created the concept of this war to justify their own behaviours.
