It is an homage to the late John Peel, as painted by the well known artist Harry Hill. In his mind John Peel is linked to, and therefore being paid tribute by, Black and White Minstrels, who live in an Island. Peel's angel and devil are represented by a rasta (I think) and a boxer dog (although I'm no dog expert).

It's a curious piece, which we may never be able to fully decipher. Is, for instance, the figure in the bottom left hand corner Peel (but depicted earlier in life) and if so why does Hill paint him with fliddy arms?

Previous Hill homages have included The Queen Mother and Sir Bob'll Monkhouse. All included dogs.

Well, not quite, but John Peel adopting the Jesus Christ pose is rather unmissable in this piece. We can't be sure what the artist means by this exactly but the reverence which the artist holds for Peel is certainly evident.

I think Harry Hill lives near me somewhere, I have seen him twice in the past few months walking along the back streets of Archway towards Holloway Road.

When I worked in Clapham Junction (up until last September) he was reputed to have lived there.

He dos get out and about a fair bit, I imagine.
