Okay, we found out obvious priorities in interstellar travel (thank you, thank you captain Obvious), so let's see what technologies we have nowadays at our disposal

You are forgetting something even more stable, sir - serfdom. You will have and ultimate lord, governing from above and unreachable from below - those who set things in motion and stay safely back there. You will have the nobility - those who voluntarily take upon themselves the task to advance and invent things. And You will have serfs, tending the land - Your ship. And the best thing of all - these serfs will never leave in search of a better fate as long as there will be no Black Death and (un)related depopulation. All that is needed - a proper indoctrination, and everything else will follow. ;)
