UPD 18.07.2010: I’m not sure if I'm doing the right thing, but this is a piece of the Russian folklore - is this a fact! I can think of it as a kind of psychological homeopathic self-healing of the folk. However not to forget is that this is humor! And if you say “it’s cruel”, consider it not real but imaginary violence. So it might appear it can't be more violent than, let me say, a “Tom And Jerry” cartoon! Another observation of mine is that the violence is done mostly by/together with/towards fathers, but almost never - mothers. Hence child abuse could be perhaps another source of it, besides the WWII.
