Everything having to do with message boards is pretty complicated and hard to set up on your own. You need to have a lot of special server settings and usually something called a bin or some kind of database for storing what people do. If you are willing to put in a good amount of time and learning, you could probably set up a wiki (so it would be similar to wikipedia, and I think wikis support message boards of some kind).

I have no idea how to use a wiki, but I think the website is www.wiki.org, and by reading a little bit there you can probably figure out how complicated it would be.

What a lot of websites do is "outsource" their message board, because there are a bunch of message board sites that provide this service, usually for free. Try amazingforums.com or big-boards.com. Those are the two that came to mind. Googling it might provide more.

Good luck!
