Legislator in Chief?

This LA Times article by Ezra Klein extolls the virtue of electing Senators to the Whitehouse, because they're better at shepherding legislation through Congress.

I guess the syllogism looks like this:

Major Premise: Congressmen will be effective at passing legislation as president.

This points to one of the things that I think is actually pretty wonderful about our federal government's organization: gridlock. It's specifically designed to be inefficient, and I think that's a wonderful thing.
