Congress tried to push through a bill that outlined troop withdrawl, but Bush vetoed it (his 2nd during his presidency) because he said that it would give the enemy a deadline to know when we'd be out, and that would hurt us.
So, now the Dems are trying to create a new bill that would give benchmarks instead of dates, and punishments if they aren't met by a specific timeline.
