Which screams "80s fashion" more -- clear jellies, or ballet flat Keds?

The other legware going with this is black leggings and hot pink leg warmers. Top is an off-the-shoulder royal blue top, and lime green beads, beaded bracelet, and hoop earrings. Complemented by a hot pink purse.

True point.

The Keds are the shoes that actually fit, but, as the sales person at Claire's said about the half-size-too-small-jellies, "After one or two drinks you won't even notice."

Jellies, definitely, since the Keds are actually in, I think. But honestly - wear whichever one is more comfortable. Your costume is screaming "80s!!!" enough that I wouldn't worry about the shoes being perfect.

I'm leaning toward the jellies. They aren't horribly uncomfortable, and I'll take a preventive Aleve before I go.

Yes, it definitely screams 80s. I put it on last night -- just to see how I liked it -- and it was a very scary picture. I now know what I would have looked like had I been an adult in the 80s, and not an elementary student.
