While you can't put a program on an actual iPhone without shelling out for the developer's fee, you can learn to program for the iPhone without paying for it. You can download the iPhone SDK as a registered developer (no payment necessary!), and it does have an iPhone simulator that you can use to see whether you're interesting in programming for it.
I forgot to mention that I don't have a Mac, so that would be another expense. At the very least I'd have had to buy OS X and learn the hackintosh incantations.
There's a bit of that, yes. But we're ostensibly on the side of law and order, which those guys weren't really. So add a dash of The Wire and a pinch of Cops to the mix.
