what's with the slack in the cable? will that be tightened or zip-tied to your top tube?

i zip-tied it immediately after this pic was taken! there was a really ugly velcro thing holding it beforehand ;) i didn't want to leave my bike in the apartment hallway while i wasn't with it so i took it sans zip tie.
