Between 1974 and 1995 Scotland had two-tier local government - the Regions and the Districts. Edinburgh was part of Lothian Region and Edinburgh District. This was the logo of Edinburgh District until the two tier system was gerrymandered away by the Tories in 1995. If you look at the bus stops on North Bridge, they're still Lothian Regional Council branded....
Yes, this all makes sense. Something rather similar happened with the tiers of local government in Wales between 74 and 96 as well, as i recall. I started rambling on about Welsh local government for a second there and stopped myself.
