Sorry for the late reply xD I'm away on holiday and I havn't really had computer access at all.
So, to your question =P
Umm the easiest thing to do (because doing this border repeatedly is annoying) is to save this as a photoshop file (or which ever program you are using so that the background will be transparent) and then add the picture with the border on top then save that as the icon, but save the border as a seperate file so that you can reuse it... (haha sorry my answer is long winded and not the the point)
the white is 4 pixels and the gray (a really light gray, I'm not sure with I used at the moment since this is not my computer and there isn't a graphics program on it) is just one pixel around the white =D

For some reason your borders always stuck out to me in the icons, really gives them a nice finish.
Oh, and one last thing: Do you use Jasc PSP 8? Or some other version? You probably posted it a few times already in here..
