Filter > Sharpen > Shapen.
Duplicate this layer and set to screen, 54%. (you can make this step how many times you want, but mine is 54% cause is not a screencap. If your base is a screencap, put in 100% or duplicate the layer 2 times)
Layer > New > Layer. Put #f5ce89. Blend mode: soft light 21%
Layer > New Adj. > Selective Color:
R: -100, 56, 83, 0
Y: -55, 0, 42, -36
N: 61, 0, -28, -10
Layer > New Adj. > Hue/Saturation:
R: 0, 30, 0
C: 0, 25, 0
B: 0, 24, 0
