My wife has worked for a tutoring company for almost 4 years now. Ridiculous. Given some of my own experiences with smaller companies (or even shitty managers in larger ones), I would definitely agree that nothing is official unless it's in writing. They can make all the pretty promises they want, but it means jack shit if they have no follow through. Sorry this didn't work out for her; I know it seemed like a good opportunity. :(

It's not over yet.

Kelsey is supposed to talk to her tomorrow morning and basically say "You need someone with a spine to take over when you step down. Your offer was insulting and only a spineless coward would accept it. We can document $1500 in expenses. If you won't (not can't, but won't) even bother to pay that, then my two weeks notice starts now."

And they caved. Can't remember what they agreed to, but Kelsey's happy with it, so we're still going out there.
