I don't know, but I think normal german post doesn't have tracking. There is a service, called Hermes, which does tracked sending, but just in Europe. That would be 14,00€ tough.

It has no shirring, but it comes with detachable waistties. so it can fit more waist-sizes. The fabric is really light, so it's more a summer JSK.
I adore the stiching work, it's really amazing and beautiful, there are even some little rhinestones sparkling here and there.
I didn't notices any imperfections, stains or something like that.
