in my opinion Gibbs already knew that *something* was up. So it isn't as big a shock as it could have been.
And then Tony is one of the very few agents who managed deal with Gibbs over an extended period of time. Gibbs doesn't want to loose that.

Well, Gibbs it the alpha, even if Tony will never admit to thinking of his boss that way. And the alpha gets protected.
