As for how she feels about him, she sees him as a kid as well as someone weaker than her. Thus, she wants to protect and help him. However, she also acknowledges that he does have a measure of competence when it comes to dealing with chaotic situations, so she won't smother him too much if they had to fight alongside each other again.

Looking back on it, he could see she was just trying to help. She couldn't have known that he already had experience in dealing with horrific situations. Although he'll continue to facepalm.jpg at her using the mayor's body as a battering ram. :|

She is okay with Karkat. It's not like they are bbfs, but she doesn't really mind sharing stuff with him and hearing his opinion; she's very good at filtering all the parts that need to be filtered when talking to him, so for her he's like that one dude that can't help but be helpful in a really unhelpful way, and somewhat ends up saying something valuable nonetheless. Whether she knew a dude like that before or she's just working with it as she goes I can't really tell.
So yeah, she can see him as a friend, if only a friend that would never be entirely confident about accepting such position (and therefore Rose will not make further attempts to let him know she thinks that way of him). In the troll quadrants he's...nope, not there at all; this is more the human concept of friendship that has nothing to do with ~feelings~ or keeping each other in check, but more a still in the works camaraderie.
Am I making sense over here?

She doesn't really talk to kids much, unless she's rescuing them from impending doom, so to meet a nice, well-adjusted youngster is interesting. Wendy will definitely keep talking to him.
She also feels like there's something...off about him, though. He's almost too mature. Don't most boys just like dirt and punching? Hmmm.

Her relationship with Lithuania has always been something strange and new for her. It has gotten to the point where she doesn't really see him as the 'guy' she trusts but a person she trusts. She likes him; he's part brother, father, close friend, and confidante. He's a key enough part of her life at Mayfield that she would feel as lost without him as she would if Sora or Ukraine disappeared. She doesn't really acknowledge this aloud persay but he's one of those people she would miss terribly.
Also he gives her cute things and treats her well and it's sort of nice to doted on every once in a while. It's sort of how she imagines her father might have done or even a boyfriend if she ever thought to have one. If she knew about Belarus, she'd have a more sympathetic outlook towards him.
She'll be terribly upset that she upset him.
