Why do they need gender on passports at all? Seriously there is a damned picture of the person. If gender isn't obvious, it is likely not fucking relevant anyhow.
Passports can often be used as another form of ID. Anything relating to identification tends to have as much information as reasonably possible in order to match the ID to the person, which is why you get hair color, eye color, etc... on them, despite the ease of hair-dying and getting colored contacts. Seeing as most people clearly present as the gender they're assigned at birth, it tends to be seen as a valid marker of identification. Also, when gender markers on IDs first came about, nobody was thinking of non-binary people. Hopefully now, with the trans* community's growing visibility, more countries will at least adopt a non-binary option, if not scrap the silliness altogether :P
