Somebody out there has that job now. He or she probably has a masters in operations research, the art-slash-science of coming up with the best possible

I feel a certain empathy for them, because I do things like spending 20 minutes on the Metro website figuring out which route will save me 3 minutes. Of course I've been downtown on that (faster) route more than 7 times now, so it's paid for itself... but still.
