I've been thinking about what happened to Lula since you wrote about it, and I don't blame you for being mad at whomever was supposed to take care of her. it's appalling that not much can be done about it either...
I can't imagine being in charge of other peoples beloved pets and knowing first of all they are scared to be walking with a stranger and then...to take them out in traffic with a non-secure collar? I would be terrified they would get away, you have every right to be angry. I am angry. And the laws for negligence are crazy :/ It's time that pets got the rights they deserve. They are not property, they are family members.
they must feel terrible too, I can't even imagine how they would think it's ok to take a dog out, especially an unfamiliar dog, on a loose lead. somebody made a big mistake, and they should apologize for it and take responsibility. it's frustrating that the law doesn't reflect that they were acting negligently (it seems the very definition of it!).
that said, I think dogs need walking every day -- letting them out to poop in a yard isn't the same for them. A lot of city dogs walk on streets with no grass anywhere, all the time. Of course the difference is that their owners are watching out for them and have good sense. I see a lot of overweight dogs and it makes me sad, I think they are being neglected in terms of their need to run and play and be in a pack with their people.
congrats on the new pooch...very beautiful and sweet, like Lula. we both have underweight rescue dogs now! does Jesus like peanut butter?
yeah good points i think of chihuahuas a bit different, they are usually skinny and vibrate enough for exercise :), i dont really think of them as walking dogs
true, some dogs are not really bred to walk a lot! I was surprised that mine only needs a quick trip around the block, I am used to dogs that get anxious without a good daily 20 minute walk.

And that law really sucks -- and makes no sense why they were walking her on a busy street.
