You aren't hallucination, Mr. Lawyer. This world is called Johto and you're in a town called New Bark Town. Everyone end up in that town before embarking on their journey. These creatures are called pokemon. The puppy following you around is one of them. He's going to be your partner from here on out. It wouldn't be a good idea to leave the town without him because he is going to protect you from all the wild pokemon at the routes.
Everything is mostly explained in the handbook inside your swag bag. I recommend you read it before leaving the town on your own.

Dogs generally stay with people that they feel are their owners, so that probably means it's here to protect you!
