That is very trite reasoning your company is using! I'm sorry, I know how horrible it can be to work in an inconsiderate environment.
I once worked for a publishing company that had similar views. They actually scheduled afternoon employee breaks down to the minute, same time every day. If you were working and left for your break 5 minutes late, you lost that 5 min because you had to get back on time for the next person to take theirs.
The result was no one did any work for 1/2 hour before break in case they couldn't finish up in time. The same for starting and finishing. It was actually comical how everyone would pop up like toast at 5:00 and leave. Basically, we just gave 'em back the same consideration they gave us. No radio's were allowed and all phone calls and pc usage were strictly monitored.
Needless to say, I "moved my cheese" as soon as I had the opportunity. They caught me using e mail for personal reasons ONCE and it was to accept an opportunity at a new company. Boy did that feel sweet!
Ugh, what a terrible way to run a company. Sorry they are being such (as you so nicely phrased it) "bastids". If I were you I'd polish off the resume and start looking.
