For local elections, more and more I prefer voting for whoever is NOT the incumbent. National parties seem so heavilly weighted toward the national issues they have little to offer/differentiate locally.

For example:
Medic ONE will always be on the ballot cuz they know it will always pass, so why bother funding it to begin with? It's like extra money to the city council.
