If you're interested in only the behavior of characters, Ragnarok Online lets you script the behavior of your homunculus in Lua, bypassing the need for an intermediary language or editor. If you want to restrict how the user can change the AI, you should probably make a game of the restriction (Robo Rally, Carnage Heart, Final Fantasy XII), not limit the abilities of mod-makers to create content.
